I can't really say because i've only seen few of Armstrong's fights and i believe Pryor is one of the Jr Welterweights of all time.

As a welter Armstrong was 9st 12lbs basicly a Lt welter, Most made him beat Robinson the 1st fight. Id pick Armstrong
