I'd say mostly to calm the boxer, and to help them realize the match is over. When your mentally in a fight it may take you a lot to realize it's over. A example of this is when a reefer calls a fight and they keep swinging at each other because they think it's still going on. A simple hug will be able to sum it all up very quickly and make sure the person stops. Well that's just my thoughts on it.
Its all in the arms, if you cant throw them cause you are being hugged then the fight isnt continuing.

If it's the guy who just lost, and it's the home ref hugging the visitor, they are usually padding him down looking for his wallet.
