Single reason is tough, bcuz we can think of several I'm sure.
I'll start: no rematch because Foreman's Mystique had been destroyed and there would therefore be no market for another promotion like the Rumble.

Foreman did not want it.
Balls
The outcome was utterly decisive.

Ali wanted easier fights.

It screwed up Foreman mentally.
Probably because it took him half a life time to figure out wtf had actually happened that night!
To be fair, I think he kinda shadowed Ali over the next few fights... Ali be at Lyle in '75 so Foreman fought and beat Lyle in '75.... Ali beat Fraizer in '75, again Foreman fought and beat Fraizer in '76... Then Ali 'beat' Young in '76 but then Foreman lost to Young, had a breakdown immediately after and retired.
I think he suffered a DEEP mindfuck.

Ali knew the rope-a-dope wouldn't work in a rematch
we have to give more credence to that last point: ALI KNEW THE ROPE A DOPE WOULDNT WORK IN THE REMATCH. That is for damn sure.

Truth be known, I bet Ali didn't want it either. Foreman seemed to fall apart after the Ali fight, i've even heard him say how mentally devastated he was by the loss in interviews. Just goes to show how much of boxing is mental, George had the physical size, strength and power to demolish Ali, but he lacked the mentality to carry it out. I always thought Big George beat himself in Zaire, perhaps because he didn't believe he was worthy of beating a great champion like Ali.

-Ali beat Foreman in 1974
-Foreman then took an entire year off
-On the comeback trail, Foreman beat Ron Lyle and Joe Frazier in 1976.
-When the public was finally demanding a rematch, Ali took a 3rd fight against Ken Norton instead.
-After the Norton fight, Ali announced his retirement (this retirement would only last 8 months)
-Foreman went on to fight Jimmy Young and lost, and retired.
- Ali came back out of retirement and fought several more times and went in and out of retirement a couple more times.
