I think Ali is #1 because his skills were top notch and I think he beat the best competition of all time. I don't see how Joe Louis was any more skilled than Ali and he certainly never beat the caliber of opponent Ali did.
I think Ali is overrated as a person though. People talk about him like he was a hero to dodge the war... but the fact was he only ever spoke out against the war when he was FORCED to join the service or go to jail. When he was safe and deemed "unfit" for service, he didn't stand up against the war for those who were being sent over. So I think his actions were much more self serving than consensus believes.
He was a great personality but he was also a jerk, easily manipulated and used as a puppet by the N.O.I.
