Pretty much this. Light Heavyweights can make 175lbs. Moving up to Cruiserweight means you're fighting guys that weigh in 25lbs more than that. Then moving up to Heavyweight you have no division limit. Not many Heavyweights weight 220lbs or less, so the gulf is massive. Imagine a guy that much bigger with that much more force behind his shots coming at you.

Historically, all other fighters think that heavies are big, slow, and stupid. When compared to guys up to 147, this is glaringly obvious. It is very true among middles and almost always true among light heavies. Thus they move up, figuring that fast and smart trumps big. Generally it does not.
