Default Why doesn't Paul Williams go after Cintron?

He's currently the IBF #3 and spots 1 and 2 are vacant. Joel Julio is ranked #4 (who Williams should kill if they needed to fight). Obviously, Tony is the better fight, but why not grab a belt if he can? If he thinks he can beat Margarito, he must think he can beat Cintron, too. I think this would be a good step up for him, a step up he might need before he is ready for Tony or Cotto. At the end of the day, he hasn't really beaten anyone, and he could use a name like Cintron on his resume.

Anyone know of a reason why this couldn't happen? Has this been discussed at all?

I haven't seen it discussed but I was thinking about it not too long ago and I think it's a perfect match. Both big WWs with something to prove. Cintron needs a good confidence win and what better than to beat the guy that the guy who beat you is supposedly running from. Good luck trying to understand that.
