No he wasn't. Toney was considered #2 pfp, Jones was several spots lower than that, because he hadn't been in a really big fight yet.Yeah james toney was, according to the buildup before the fight as i remember
I can take a few minutes to search and produce rankings to prove this point, but I don't think I even need to. Toney-Jones was a huge, huge fight, but it wasn't a #1 vs. #2 PFP fight.

Ya, Oscar-Tito was close, but Roy was still #1 Pfp then.
If the question was expanded to times when two top 5 pfp guys fought each other, the list of fights would be a lot longer. 1 vs. 2 matchups are incredibly rare.

I can't say this 100% sure but my guess is the only time this is happened is when Pernell fought JCC.
