Hatton is without a doubt scared to death of Witter. He's shown that by not fighting him. If they ever do fight, I expect to see Hatton crossing himself as many times as Frank Bruno did before the Tyson rematch

Personally, I genuinely believe that Ricky doesn't feel he needs to do Junior any favours by giving him a career payday...but I also appreciate why that seems a weak argument from the outside looking in.
But then you have to take it into context; this sport is all about timing...and with Ricky holding all the cards, they'll make this fight as and when it suits them.
Until then, Junior will just have to continue biding his time...

This question opens a number of avenues, but to get to the point, Ricky is not scare of Junior Witter.
In a sense Ricky may feel threatened by Witter, as Ricky's career has staggered in the past niumber of years Junior's has hit it's peak, constantly accelerating.
Additionally, Ricky and his management may feel a certain degree of concern about a prospective Hatton Witter matchup. Witter's style, although not designed to beat the Hitman, is a style which would make Ricky look terrible. The switch hitter style would not mesh well with Hatton's style and an ugly fight would ensue.
To say that Ricky Hatton is afraid of Junior Witter would be an injustice. Hatton has fought Floyd mayweather and Kostya Tszyu. Both Better fighters than Witter is now. Both bigger threats to Hatton's record. To say that Ricky is hesitant would be correct. The reasons are numerous. Witter, an awkward, good fighter is the number two in the division. Beat him now and everybody else is a step down. Get beaten by him and his career is over.
Think of it as a fighter looking to make money. Two options.
1)Hold out on Witter. Fight Lazcano, Paulie Torres and Manny Pac for millions. and then come home to fight witter
or
2) Fight Witter. Then take less interesting fights.
Doesn't let him end on a climax does it?

Don't give me that tune-up bullshit. Did Jermain Taylor take a tune-up after getting stopped by Pavlik? No. Did Rafael Marquez and Israel Vazquez take tune-ups after fighting and stopping each other? No they did not. They fought the best available opposition. Which is there cases were each other. For the amount of money Hatton is getting paid, he needs to be fighting the best available opponent. Fuck this tune-up shit.
