The flicker jab is a fast, snappy jab thrown from a low guard position. It's been used by guys like Ali, Ray Leonard, Hearns, Whittaker and others. It's best when it can be barely seen in your opponents periferal vision, with speed it's fast enough to catch him before he can do anothing to prevent it. It demands speed and timing, another punch that's related to this idea is Rocky Marciano's "Phantom Overhand" which requires feighting a punch to the body, dropping the right while qucikly coming up to land a fast overhand right.
The low guard is great for drawing an opponent in and with timing and speed it can catch them, it's also great for getting a good start in an exchange.
As for the dempsey roll is the rolling side-to-side movement of the head and shoulders which along with shifting your weight that puts you in position to counter with any punch especially outside hooks. FOr good examples of this look at Jack Dempsey's fight with Willard, and his other fights, Archie Moore also picked it up dempsey, also did Mike Tyson and others.

i just got a feeling these questions from the original threadmaker come from watching that anime as it makes references to Dempsey's roll and Thomas Hearn's use of the flicker jab
