He actually never tested positive for a steroid. He tested positive for a banned substance that boosts testosterone. The substance he tested positive for is commonly used amongst steroid users to even the effect steroids has on the body's natural testosterone. Manny Ramirez was caught because during testing the MLB saw his testosterone level was too high and another test was taken to see if it was from a foreign substance or natural. Well, it wasn't natural. He would have no real excuse to use this substance unless he was on steroids. He passed his steroids test but they are commonly beat and so the MLB goes about it in a more in depth way to find out probable cause beyond a reasonable doubt. The criminals are getting better at beating steroid tests by merely focusing on beating the testing of only steroids so the catchers have to go about it other ways.
