Archie Moore had 131 KO's followed by Sam Langford with 129 and Young Stribling with 127.
On the other question, if your just talking about Heavyweight Champions the answer is:
Vitali Klitschko KO% 88.89, followed by
Rocky Marciano KO% 87.76
George Foreman KO% 83.95
Wladimir Klitschko KO% 83.05

Well if you ask most historians they say that there not as good, But in my opinion, with there size and weight, they would have more then held there own with most, if not all of them. They don't even loss rounds.
On a side note, back in November 2006, I was asked to go to Grand Central Station in New York City, where I had to announce and introduce Wladimir Klitschko, Calvin Brock and Laila Ali.
It was GREAT! They each gave a 1/2 hour workout and people all over the Station came over to watch as I kept announcing them and the show, which would be on HBO at the end of that week.
They had a section for the fans and another section just for the press. The boxers gave their workout on the press side. Brock was their 1st, followed by Ali.
Before I introduced Wladimir, his brother Vitali came over to me and asked me if his brother could say a few words over the mic after I introduced him. I then introduced Wladmir and he walked over to me and I handed him the mic. He then walked over to the otherside and started talking to all the fans that were there, the others didn't do that. The fans were taking pictures and he talked for several minutes and they gave him a nice hand.
After his workout he talked to the press, as did the other boxers, and then he went by the fans again and talked for several more minutes. This time he picked a couple of small kids out and told his handler to take them over to the other side to give them something. I couldn't see what they got, but they were very happy.
After he was done talking, both brothers came over to me and shook my hand and thanked me for giving them the time.
I thought both brothers were CLASS ACTS, and they made a Big hit with everyone that attended.
Thanks for your response, that's nice to hear, I like like both Wlad and Vitali. The knock on them is that they're boring, and robotic, but I like watching them. Sure they have a huge size advantage over their opponents, but if they didn't have some skills, power, and work ethnic to go along with the size, it would all be for naught.
