No not really. I don't think it's that he's "heavy handed", perhaps even at cruiser he wasn't, but he is a dynamic puncher and can get in great position to blindside his opponents. There is no question he doesn't have Wladimirs pop or even Wilders raw power, but if he lands his best punch there are only a few HW's I can think of who aren't likely going to sleep.
I agree that the Chisora KO is the best one on his record along with rocking Valuev to prove his punching power. I wouldn't go as far to say his punching power is overrated, more that his punching power has been overstated by Sky

He doesnt have onepunch ko power but his handspeed is so much faster than most HWs that hes able to catch them with shots they dont see coming. At Hw, his speed is power.. kinda like pacman in the higher weight divisions.
What if Haye had good stamina?
I think you just need to look at his record to see if he can punch.

Haye uses his speed to generate the power and get the stoppage, he nearly broke his hand wobbling Valuev, his stoppage of Ruiz is under rated and Wlad certainly respected his power. So no his power is not over rated.

Haye is strong as an ox with big KO power. I think his handspeed his what puts it over the top though. He's so fast he can catch guys with punches they don't see coming.
