Is Richard Steele punch drunk?

I've just watched an interview with Richard Steele after the Contender fights.

Anyway I've never heard him speak before but he's more slurry than Holyfield or James Toney.

Just wandering if he's a former boxer or if he has Parkinsons like Freddie Roach because he talks very similar?

Any ideas?

They need to do one of those 'this is your brain on drugs' commercials, and have Richard Steel talking about something - doesn't matter what. We'd see the number of crackheads in America plummet.
