A radical report into the state of European football has called on Uefa to introduce salary caps and a limit on foreign players.
The review also recommended that clubs continue to release players to national teams without compensation.
"Sports in general and football in particular are not in good health," concluded Jose Luis Arnaut, the report's author.
The Europe-wide review was commissioned by Uefa and the European Union.
It said there was urgent need to tackle illegal gambling, money laundering, racism and the trafficking of young players.
"If these issues are not urgently addressed there is a real risk that the ownership of football clubs will pass into the wrong hands, the true values of the sport will be eroded, and the public will become increasingly disaffected with the 'beautiful game'," Arnaut wrote.
The issue of clubs releasing players for international duty has hit the headlines recently.
Belgian club Charleroi took Fifa to court over an injury suffered by one of their players while playing for his country.
Charleroi, who are supported by Europe's richest clubs, claim the injury affected their league position and they are due compensation.
The case has been referred to the European Court of Justice.
