HELP ME PLEASE!

i need to know of an application that can controll the volume level of another apllication,

example, i want something i can open an exe through, and with some type of volume level cap it will place on the program that runs through this exe...

THIS MUST EXIST!!! ??? ??? :-\

problem solved ;)

i just tool the contents of the sound file the app referenced and used an audio editing app to lower the decibal level, and then redered the file and replaced the existing one :D
