I stopped giving this list any respect when I realized that Pernell Whitaker was at #44, 16 spots lower than Jake LaMotta and 20!!! spots lower than Julio Cesar Chavez.

Yeah, ESPN always does this, they make the list entirely composed of fighters from 1950's as if to say what is happening now or in the last 20 years just doesn't matter.
it is not a great list but it is not bad. Remember this is boxers of all time. Anyone on this list is in good company if you really think about it, regardless of where. Now if someone does not make it on the list that is disturbing. It is hard to make a list like that, everyone has certain criteria. Joe Frazier #26 is what I do not get. I think he was overrated. And this is the problem with rating guys like Gene Tunney with guys now. Guys now would probably beat Tunney easily. Even his son former Senator Tunney said once, it is hard to judge different eras. You can compare now to the 70s since the amatuer rules and fights are similar.. And Mike Tyson is a hard guy to rate. he was so dominant and yet when he lost he lost big.
