While Tito went down a ton of times, I can't ever remember a knockdown where he was really wobbly or hurt, prior to the Bhop fight.
Whenever he got knocked down, even if it was off a clean punch, he was never badly wobbled, as far as I can remember.
Whereas Cotto has been down fewer times, but when he has gone down, he's been badly wobbled. And he was really wobbled against Corley, even though he didn't go down.
I think Cotto's chin is strong enough. It's not made of iron, but it's not bad either. Which is the same way I felt about Tito.
