I've had that almost happen to me, but not if the dog was on a leash. When sweeping, there's no such thing as an "unsafe speed". Not when the sweeper is going from anywhere to 3 to 10 mph.
Hopefully that sweeper operator won't be in any kind of trouble. :-\
