The way I do it is I find a pic I want on the net, save it to my PC, Then on here go to user cp (top left of screen) go to edit avatar, then click browse and upload the pic you have saved.
I believe you require some posts to be able to enact the feature. Like 20 or sumthing...not sure to exact amount. So get busy!

20 posts I believe too and you will be able to make an avatar and something like 100 for a signature.
