I have no idea how google checkout works but i'm guessing its just the same as paypal and credit cards so just put in a dispute or claim your money back as they must have some sort of procedure to do this.
the supplier will normally have to prove he posted the item or you get your money back ;)
I buy from boxing-fights and u can pay via PayPal and the quality is amazing and id recommend this site
