No, he's not. On level of competition its not even close.

GGG has a long way to go if he wants to be regarded better than Kostya like unify the titles, becomes undisputed champion and beat legends.

GGG hasn't faced the necessary competition to be ranked higher or be considered better at this point in time. He has the potential to pass Kostya though. Kostya was very good, but only beat one highly ranked p4p fighter (Judah) and was stopped twice by Vince Phillips n Hatton.
