Ortiz was deliberately fouling Mayweather. Pacquiao was a PED using cheat.
Mayweather neutralized each of them quite effectively.
Cortez retired long before Manny/Floyd so it could not have happened but the fall out would have been intolerable. As it is, it was one of the easiest fights Floyd has had in the last 5 years and people were still calling for a rematch. Thank the Gods of war that the only thing they did have was a phantom injury.
It would have been very ugly. Manny isn't a mental midget like Ortiz though so he wouldn't have stooped to the street fighting tactics that Ortiz used.
