Who is Roman Karmazin?

Can anyone tell me more info about him, i keep hearing his name but i dont know who he is...

He beat an apparently unprepared or unfocused Kasim Ouma in a very low profile fight somewhere fairly one sidedly, but it didn't do alot for him.. So I guess it's safe to say he's one of those low reward high risk opponents, his case is almost to the extreme since literally nobody knows who he is. I know he wanted to fight Quartey and replace Vernon Forrest, but was rejected.
