Whitaker was constantly labeled as boring and was never able to attract big crowds or PPV numbers. I'm sure Willie Pep was labeled boring at times as well. I consider Whitaker and Pep to be the two closest comparisons to Mayweather.
But Mayweather does fight on the inside... he chased Zab Judah... he fought Ndou pretty much exclusively on the inside, and he fought Baldomir at times on the inside. I think he fights closer to his opponent now than when he was young.

I don't think anyone can question Floyd's talents in the ring. BUT...he simply hasn't faced enough great opponents. Whether that's his fault or not is debatable...but his most publicized wins in recent years have been over less than great opposition: Gatti was tailor made for Floyd's speed. Zab, as we all know, is probably one of the mentally weakest fighters out there. Floyd fought some good fighters earlier in his career...but really....who has he fought recently? And more importantly...has he ever faced a truly great fighter? Again...no questioning his talent....but to suggest that he is "too good for his own good"...is a bit of a stretch. I personally would like to see him fight much better fighters...more consistently (and Oscar is a good start) in the coming years....before i consider him truly a special fighter.
