They are not saying Vargas is great but he only lost to great fighters....Ray Mercer isn't great either but he's on your list
Wilfredo Rivera. Gave Whitaker 2 tough fights. Put vargas down hard before being KOed himself. Gave Mosley a hard welcome to the 147 lb division. Also has a loss to DLH (was stpped on a cut, he never went down, if I remember correctly).
He loss two fights against not so great fighters later on his career though.
Tough guy.
