As much as I love PAC he does not have the 1 punch kayo power that Valero possesses. So my vote goes to Valero for numero uno!!!

Ponce De Leon or Samuel Peter.

THey are the only two I have seen one punching opponents really effectively. ALso Rafael Marquez must be up there. Valero as well.
