To be fair handspeed Floyd Patterson was arguably faster than Ali

I just changed my list i put Patterson as Cruiserweight and Spinks at Lightheavyweight.
You nailed it with Willie Pep and Floyd Pattersdon. But I would change middle weight to Harry Greb. But you list is pretty stellar. CC at you
For some Reason Greb seems To Generate alot of Discord...He would love that.IMO,(these days thats the prime requesite) Greb was a very quick fisted fighter.
I read a funny quote one time ???BUT I did actually SEE it ;)

Rafael Marquez isn't all that fast. Also Roy Jones Jr. was faster at middleweight than Robinson.

Ali's speed was astonishing. The fact that he possessed such speed and quickness for a heavyweight is a testament to his incredible athleticism.

Rafael Marquez isn't all that fast. Also Roy Jones Jr. was faster at middleweight than Robinson.
I don't want to put the same boxer in 2 weightclasses.

The list is not that far off. But I must agree on some them. Here is my list and a short synopsis why:
Heavyweight - Ali. No Real competition. One could argue Patterson or Tyson. But Michael Dokes in his prime rivaled even Ali in terms of pure hand speed.
Lightheavy - Roy Jones. Hands down!
Super Middle - Roy Jones. Not only the fastest in this divison, but the fastest of ANY divison!
Middleweight - Roy Jones. How could there be any other. Robinson, Hearns? Not close.
Jr. Middleweight - This is a tough one. Leonard, Hearns, Norris. I'll take Hearns, who I think was a tad faster than Leonard at this weight.
Welterweight - Leonard, Hearns, Robinson, or Mosley? In terms of pure speed of hands I'll take Leonard by a nose over Robinson.
Jr. Welterweight - Medrick Taylor. Rivals Jones as the fastest of ALL Time.
Lightweight - There are so many; Mosley, Howard Davis Jr., Hector Camacho, Medrick Taylor, Floyd Mayweather. I really think Howard Davis Jr. was the fastest in terms of pure hand speed, he just could not punch worth nothing. Therefore I think Sugar Shane edges him slight because of his powerful combos generated from his speed.
Jr. Lightweight - Hector Camacho. As a super featherweight, Camacho was simply a blur. He was much faster than Mayweather at this weight.
Featherweight - The PacMan gets the nod.
The rest is hard because they are so small. THE FASTEST OF ALL TIME IS ROY JONES JR!!!! and I'm not a RRJ hugger either.

Since Tommy Hearns never really campaign as a junior welterweight as a pro I think you would have to consider the junior middleweight version of him as possibly his fastest. When he took out Duran, it was like a tornado landed in front of Roberto.

Tommy had a devastatingly perfect ratio of power : speed. Thats why he got Ko's like the KO v Duran. It was also the reason that he was less lacerating in later rounds. He still had power, but when he got tired his punches just weren't as buzzsaw like.

I didn't want to put Jones in all different weightclasses i wanted to have separate boxers.

He was a shade slower than Leonard, Robinson, Mayweather, Jones Jr., etc. He was very fast, but not quite.

HEHE weight wise yes but technically he did not fight there :) its a bit like saying Marciano was the hardest hitting Cruiser :) well you see my point ICEMAN but we will let it go :)
