See I can def. see this one because it's not like Juarez has been in close fights. Aside from the 1st MAB fight he's been clearly beaten by his opponents.

Not sure how many of those 4 fights you've seen but he was blantanly robbed vs. Kawashima.
Tokuyama & Kirilov fights were close and could have gone either way.
The only time I've seen him beat was vs. Mijares. I don't think it had to do with promoter but more that he wasn't convincingly beat.
Navarro is indeed very unfortunate in title fights... He's a good boxer but he could probably go on fighting in title fights and lady luck still not on his side...

Japanese world champs Takefumi Sakata and Daisuke Naito kept on getting seemingly endless title shots until they got it right.
Has Wayne McCollough been mentioned yet? He did win the WBC bantam but then followed up with 6 (SIX!) unsuccessful shots at WBC and WBO world belts at higher weights
