The Democratic congress instituted Paygo rules in the 1993 Deficit Reduction Act which meant that any increased spending had to be balanced by increased revenues or spending cuts elsewhere. Paygo lasted up till 2000 when the GOP congress scrapped it and went on the biggest unfunded spending spree in history.
