Why would NSAC admit their testing is inadequet?
If they did and made blood testing compulsory in that state all the mega fights would go elsewhere to avoid testing and Las Vegas would loose a rediculous amount of revenue. Of course they're going to side with their cash cow. It's a no brainer.
It would look bad for the sport if all the boxers participating started failing tests especially if their cash cow was one of them.
Take the Pacquiao tinted glasses off for two seconds and look at the bigger picture of why they came to the conclusion they did.

By the way, not to get off the subject but it was Johnson of Canada that took the winstrole not Carl Lewis. Johnson took the mandatory test And got caught.

And Lewis tested positive at the US Trials in 1988 for ephedrine IIRC and the USOC said it was "inadvertant" and didn't punsih him.
