Honestly, in the heat of the "battle" and your opponent bobs , weaves, dips, as he tries to attack or to avoid getting hit I guess it's legal. I'm not talking about chopping down/tomahawking on the on the back of the head. That's not cool.

Floyd managed to hit Hatton on the back of his head I remember and didnt get warned, Hattons head was outside the ropes at the time tho.
Found it:
You can't hold your opponent and hit him at the same time, or duck so low that your head is below your opponent's belt line
Rules of Boxing - Boxrec Boxing Encyclopaedia
Floyd should of been DQ'ed against Hatton then, but it was Cortez and he dont know shit !
That's all well and good in most divisions, but what about the heavyweights where we have some really big guys like Valuev and Klitschko, who already fight in an upright way against guys who are practically starting around the height of the belt line anyway?
I think that as long as it is approached practically, and as EZ E mentioned direct shots to the back of the head aren't becoming an issue, then by ducking so low fighters are inviting such punches, and as such get exactly what they deserve.

SUPERHEAV I have to agree pretty with you on this one. The ref must appraise/evaluate the situation and hopefully make the PROPER call.

He's certainly a big fan of alliteration, if not of Haye himself. It might not quite be V for Vendetta, but it's certainly A for Agenda, with the aggressive allegations against amazing athletes.
Re: Can you hit behind the head if opponent bent over?
completely, comprehensively and clearly cuttingly correct.

I admit defeat on this one. I have been outdone by that impeccably sweet-sounding sentence.
