:-\ Maybe give a future three month cut off point and test the lot of them after that date,either you are clean or you are dismissed from the sport. (Of course some are still going to try to use masking agents and the likes and continue, but to test every fighter in the top levels and let them know it will be done and they will be dismissed and stripped of titles after that date, has to be the only other answer doesnt it?
