Yes, he should have said ropes held him up and ruled a knockdown. Or if he thought ropes didn't hold him up, it should have gone for another few seconds.

Hey... there they were, interviewing Abril about getting robbed last week against Rios. Hell, even the networks recognize a highway robbery when they see one. If Rios was honorable, he'd publicly renounce his bogus victory and declare Abril the rightful winner.

While i'll agree that the Texas boxing commission, ref, judges, et al, need an overhaul, I don't agree with a lot of the other criticism the State gets. I've lived all over the U.S. and I can honestly say this, there are far worse places to live than Texas, and living here has worked well for me.
