A guy lied and made up an imaginary attack, mobilizing police forces and wasting the government (public's) money and resources.
The justice system botched it up as it tends to do more frequently than it should. The fact the guy is a rich, public figure (celebrity) with friends in high places likely had something to do with that.
An average Joe off the street would've had the book thrown at him.
