Hmm, interesting. It's not what I was thinking of. A quick look see says maybe it qualifies, it has some aspects of sovereignty under International law, but it's Wiki article says it does not exist as a state, although it does have something called "obderver status" at the united nations. It is not clear to me that it is just a building, but anyways it's not the answer I wanted.

Lol heck I don't know if its just a building but that's what I imagine in my head when I think of microstates like the vatican...if that's not it, then nothing pops to mind right now.Good tough question tho

Here is an interesting little tidbit that I did not know. This country was founded in 301 AD, making it the world's oldest sovereign state, or at least the world's oldest republic. Another point of interest is that until 1463, its land area consisted of a single mountain.

If the Sovereign thingy of malta was the answer, surely we would have had to accept every single counties international embassies around the world as they are all sovereign territory and they would be completely encircled by another country?
Apart from Iraq and Afghanistan's embassies which are our territory ;)
