It sounds to me like Manfredo think he's The Godfather of Providence.
If someone is destroying your property you take the proper steps in getting them out of there.  The world has enough drama without people pretending to be 1950's Mafioso. Or Mafiosi, whatever fits here.

Lets be clear though that Peter has denied any wrongdoing so it's his word against his tenant.
And if he already owed $1800 in unpaid rent going through the proper channels probably wouldn't get anywhere.
Besides the guy admits he broke Manfredo's house window so what's the difference?
Only that Manfredo didn't owe the scabby pikey $1800 as well.
