I'll explain insurance to you, there are certain perils and hazzards in insuring anyone for anything. For example people who smoke and do drugs have a hard time finding affordable LIFE Insurance as well and Life Insurance is very well regulated and available for damn near everyone the only people really fully exempt from Life Insurance coverage are people over 100 years old because at that time you have outlived your life expectancy and should be well taken care of either by your family or by (I dread the thought) the government.
As for Health Insurance you should be able to find quotes even if you do smoke or do drugs....but your rates will be substantially higher it would be no different than insuring a driver who has had numerous wrecks or tickets or even a DUI....you cannot deny them, you can always cut off their coverage but you have to have good reasons ie they didn't pay their premium or are making the exact same claims over and over again and do nothing to keep it from occuring in the future.
But yes health insurance should be available to everyone and I am not so sure that everyone shouldn't HAVE to have it as it would help make rates go down because the majority of the burden of the unpaid bills wouldn't fall on the regular everyday paying consumer....some might but not ALL of them.
