If England had a long history of developing great HW's, I'd agree with you. But I think it's a bit too coincidental that when an Englishman leaves the UK and trains elsewhere, suddenly he becomes one of the top 5 greatest HWs of all time.

He learned to box in Canada. 'You' (as in your system) can have the credit there. But you normally say 'He's Canadian'. That's what I argue.
In individual sport the credit belongs to the person and his support team/coaches. In amateur boxing that support team will be of the nation of residence. He came up through the Canadian system and that gold belongs to Canada. That medal is for Canada and is a tick in a column for the Canadian AM system.
But once you turn pro in boxing you're not representing a national team, nor a system. He was born in Britain. Considers himself British. Lived here for longer than anywhere else. That's why he is considered by most to be British. I'm not pretending that he came through the British system. But to the question - who is the best British heavy? Well, he is British, and he was a heavy.
