Not exactly you can take over a player that has 0 action points at the end of the month.
it costs $5,000 to this month so you will start with $20,000.

Right now your choices to takeover are

ICE COLD BOXING
THE BigRagu
KickboxAmob
or
landmine950

pick out of those and you get to takeover their spot starting in the first fights of April.
If the person you pick, plays before March is over you have to pick someone else.

To the best of my understanding, you can pick and choose whatever bets you want. You don't have to bet on anything, but you need to acquire enough action points to avoid penalties by the end. The actioni point systems is pretty clearly explained. Sound about right?
