Top Rank CEO Bob Arum confirmed to BoxingScene.com that he was approached by parties in Qatar and Abu Dhabi, who are interested in staging the Mayweather-Pacquiao event.
The party from Qatar is not looking to stage the fight overseas. They want to stage the fight in the United States.
"I got a call from Qatar, where they offered a number that was so crazy..... not to do the fight over there, [but] to do the fight here in the United States," Arum said.
How crazy was the number?
Last December, when Mayweather-Pacquiao was being negotiated for a failed March date, Dallas Cowboys owner Jerry Jones offered a guarantee of $25 million to host the event at Cowboys Stadium in Texas. Chris Mannix of Sports Illustrated was the only other reporter involved in the conversation, and he asked Arum directly if the offer from Qatar was bigger than the offer presented by Jones in December. Arum replied "way bigger."...............
"They are interested in the gate. The thing is with Mayweather and Pacquiao, is that Pacquiao is gold for the casinos because virtually every Asian gambler, high roller, wants to be at a Pacquiao fight and wants to come to Las Vegas - and that then translates into multi-million dollars. More than the pay-per-view [revenue]. Whoever gets those good seats, gets players who play $250,000 a hand and you got those sons of bitches all weekend," Arum said.
"They don't want the fight in Qatar. They want the fight presumably in Vegas or some state. But yes I did get the call, a letter from Abu Dhabi offering me gazillions [and] my own camel."

It's in the balance whether this fight happens no matter how much money is up for grabs. I can't see Mayweather accepting anything less than random testing up to the day of the fight although both guys will settle for 50/50. It's all down to the testing though. If this fight is going to happen expect a sudden announcement by the Nevada State Athletic Commission that a new category of "superfights", a category determined by themselves, will have to have full random drug testing as part of the deal. That way Pacneedle can accept testing and save face. But I still think he doesn't fancy proper testing and will settle for Margarito in Cowboys Stadium as a farewell.
Maybe I a missing a trick here but how would those Arabs benefit from 'staging't the fight but it being in Las Vegas anyway? Why would they pay 'way more' than $25m? I don't understand this side of it to be honest.
I don't know why Qatar is so interested.... Very interesting ordeal...
I would love for the fight to be staged somewhere monumental, but at this point i just want the fight...

I have no idea, it just doesn't make sense. Maybe they're superfight ringside ticket/high-rolling gambler arbitrage pioneers but it's hard to see how they could possibly make any money out of it. Why would the casinos or any of the other relevant parties deal with them? Maybe it's just bs by Arum but it's interesting bs either way.
You know what is stupid about all this... Pac has come off a million times worse than Floyd..
We all know Floyd makes demands, wants more money, refuses fights unless they follow his strict terms..
But before all this, Pac was thought of as one of the old time warriors who will fight anyone... Give him a big enough challenge, and he'd probably take it for free if it came to that, just to show he could beat that f'cker... In post fight interviews it was always the line "I'll fight anyone.. My promoter works that out who, but put anyone in front of me and i'll fight them.."
And that attitude wins people over... Especially when you contrast it with some of the antics that go on with other boxers... Not coincidently, Mayweather..
But after all this, Pac now looks like a little bitch... he's lost respect from all those people he's won it over from for being a boxing warrior... His whole image has changed and now there are a lot of people who have good reason to believe he accomplished at least part of his legacy with drugs... Even though that may not even be true, that's the reality of how all this was handled..
It's a real fucken shame...... So fuck all this waste of time business.. it's bad for boxing and bad for the fighters... Pac would at this point, be better off coming out saying "I will never fight PBF",,, then go on and continue his legacy and prove he's not scared of anyone and it was just Floyd's drama that prevented that fight.... There are fights out there for Pac that will prove again his warrior status.. Even if it's moving up to fight a 154 pounder.....
Floyd is who he is, unfortunately, the second Pac entered into dealings with him, his name has turned to shit...... You could even blame Floyd for that... But it's happened, everyone in Pac's camp let it happen..
And it's just a big load of shit for boxing.... I'd honestly be equally as happy to hear right now, that this fight will never happen... That beats the shit out of this nonsense which two grown adults are carrying on with..

Boxing fans need to turn this around...
We need to start a Petition website that says if this fight aint finalized by June 30th, we are not going to pay for it.... If at least a couple 100,000 signatures started mounting up on that, the f'ckers might start realising that we fans are smarter than we look, and won't stand for this type of shit..
Not that 99% of people who care about boxing would even come across the petition... But there needs to be a way the public can make a statement..
I mean, it's not just any old fight that we're demanding, and doesn't make sense... It's THE fight and EVERYONE knows it... Yet these 2 jackass's with all the power and dragging it on in a fashion that makes me embarrassed for them....
I am almost convinced it will happen and that they will reach an agreement. The more drama there is around it, the more free publicity it makes... they are trying to gross the biggest fight of the century money wise. Are some Arabians interested? I don't know but I could imagine why it might interest them: These people have money galore... the conglomerate who has Manchester City is 10 times richer than Abramovich who's a mighty powerhouse in itself... They don't want to make money out of it, they want to self-publicize themselves, to be the ones who have staged the biggest fight of the last couple years and the biggest ever money wise. That would be a hefty good publicity stunt for them and a first foot to eventually bring some of the biggest fights to Arabian land and who knows, perhaps a start for their own promotion company, would it be so surprising?
The Nevada State Athletic Commission will hold a hearing June 9 addressing its protocol for drug testing, in general, and, steroids and illegal drugs, in particular, commission director, Keith Kizer, informed BoxingScene.com.
"One of the items on the agenda is a review of protocol for steroid/drug testing, which is a follow-up from the commission's examination of this item at its September 30, 2008 meeting where we had testimony from Dr. Robert Voy, Dr. Ray Kelly and Dr. Louis Jambar," wrote Kizer in an e-mail to BoxingScene.
"Also, prior to the September 2008 meeting, I had spoken with Bill Bock, the United States Anti-Doping Agency's General Counsel, about the issue," stated Kizer. "Although neither he nor anyone else from USADA were able to attend, he provided the commission with materials from USADA for that meeting."
Kizer said that all five commissioners will participate in the meeting.
"I do not know who else will be in attendance," said Kizer, adding that the gathering is open to the public. "But [USADA chief executive director], Travis Tygart, has indicated he will try to attend, as has Dr. Voy."
