By pool i guess you mean that the winner becomes a contender in line for a title shot?
If so, yes and no.
The trouble is there are no worthy challengers out there so presuming Solis beats Barrett he will be as worthy as anyone to have a title shot, as everybody else has already tried and failed abysmally. So in that sense yes.
However, clearly he is not ready for a world title shot in terms of realistically beating either Klitschko. Ideally he should continue to gain experience over the next couple years before thinking about going after either of them.
However the complete lack of talent and competition in the heavyweight division right now will likely necessitate the fact that he will get thrust forward sooner than he should, before he is ready, as there is literally nobody else for these guys to fight.
The old guard, the veterans, and those in the top 10 have all been smashed to the point where nobody wants to see them try again, and therefore the champs have to pick from the up and comers as nobody else is around.
It's a sad state of affairs really.

Members of the pool get priority to fill vacancies in our rankings. If you read the post about how we do our rankings, it does a much better job of explaining than I did here. Think of pool members as place holder spots when a vacancy does come up the members of the pool are evaluated and whichever has either had the best competition they may be moved to fill that spot OR if a member of the pool has a fight which the committee deems worthy the fight becomes an eliminator and the winner claims the spot. Typically people moving up from the pool can only fill vacant spots with how our rankings work is usually 10th place (sometimes 9th on occasion)

Well Barrett has been used as justification to enter the rankings, so if he wins he deserves to enter the pool. We'll just leave him in the deep end though.
