The criteria is that the fighters were at a similiar weight in the same time frame.

Salvador Sanchez v Alexis Arguello 130 in 1981
Aaron Pryor v Sugar Ray Leonard 147 in 1980
Joe Calzaghe v Roy Jones 168 in 1997

Jones in his prime at 168 would have annihilated Joe Calzaghe. I don't think we really missed out by not getting to see that one.
The few that come to mind for me are:
If Hamed had hung around:
Hamed-Pacquiao
Hamed-Morales
And:
Trinidad-Mosley at 147 in 2000 (if Tito could have just hung at 147 for a little while longer)
Oscar-Quartey II
Whitaker-Norris at ~150 catchweight or 154

This to me is the biggest fight never made. Or at least the one I would like to see most.

Pryor-Leonard is my #1. Actually, Pryor vs. any of the eras top welterweights would stick out in my mind. I think Pryor has been slighted by history because the top guys from era shamefully ducked him. He mauled Hearns brutally in the '76 Golden Gloves Championship and Hearns wanted no part of him as a pro. There was talk after the second Arguello fight of a 'Boom Boom' Mancini-Pryor bout. That would have been a wild brawl not lasting more than 5 rounds.
Some other bouts that never were:

He was always calling out Leonard, Hearns et al and was prepared to move up from light welterweight to make a fight happen...they ignored him. Now, to be fair, a fight with Pryor pre-Arguello for any of them would have been a high risk-low reward type of affair because the networks bafflingly ignored Pryor despite his crowd pleasing style and volitale personality (that is, until the Arguello fight). So, that is certainly a big reason his challenges were ignored. Part of it was also of his own doing. I believe it was after the second Arguello fight that his party habits got particularly bad and he didn't really have any big fights after that. I knew the Bramble fight ruined a potential Pryor-Boom Boom fight, but it is still a fight I would love to have seen.

Morales-Larios at 130 (only after seeing Pacquiao-Larios)
Morales-Hamed at 126
Castillo-Freitas
McCall-Tyson always thought that this would have been decent
Rafa Marquez-Montiel at 115 (would have been better than Montiel-Gonzalez, although that wasn't that bad in the later rounds)
