I think this very much depends on the wieght divisions.
On a P4P scale.
1. Puerto Rico (Such a small island with a long history of champions)
2. Mexico (Too many great champions to name past, present, and future.)
3. U.S. (Boxing has long lost it's prestige as far as top tier sports go. Regardless of the size of the U.S. there just aren't that many young kids lining up to be fighters. Still many great fighters are being produced and many remain to be seen, eventhough the participation probably isn't anywhere near what it used to be.
Honorable mention: Philippines (By the way things are going they should be in the same conversation within the next few years, but not yet IMHO.)
weight divisions does not matter here. what matters is the recognition of the fighters as greats in boxing.
