You can not say that as Floyd has fought better fighters at the weight and Kell has done very little since he beat Porter.
Now if you said Hearns, Leonard and Robinson then yes but not Kell.

Have to disagree. Floyd was too fast and too damn good to lose to Brook, who is a solid fighter, but not elite like Floyd was. Floyd was an ATG fighter, so it would take another ATG fighter to beat at his best. Brook is very good, but hasn't shown me ANYTHING to make me think he is or ever will be an ATG.
Floyd would have been too good.

The consensus opinion on Brook perhaps got a little inflated off the Golovkin fight. Brook came out like a buzzsaw and threw everything but the kitchen sink against a sandbagging Golovkin who never really intended to box brook.. and instead chose to seek and destroy without stepping back.
Brook could have moderate success against floyd early trying to those those fast combinations as mayweathers legs are mostly gone. Think maybe like a neater cleaner victor ortiz attack with the same energy but better faster punches. After a few rounds Mayweather works out brook and starts stifling his attack with jabs to the mid section to keep brook off balance. Brook starts to fade and Mayweather takes over en route to a unanimous decision.
