I was borderline Top 10 or Top 15. But in the end, I'm hard pressed to find 10 other boxers I'd put ahead of him.
Success at different weight classes. Nobody did it like Pac. Starting at fly and winning all the way up to welter. Hats off to him.
Another thing is his durability. He's been around a good long time, and still more than just competitive.
Finally, class of opposition. He's fought and beaten a Who's Who in boxing.
No...... Top 10 for me.

when I think of Willie Pep or Henry Armstrong, even guys like Sandy Sadler, I'm talking about featherweight here but in Henry Armstrong's case lightweight as well.... Guys like Tony Canzoneri and Roberto Duran at lightweight.... And lets not forget Sweet pea Whitaker.... And sugar Ray Leonard.... Now moving to welterweight you got SRR, Floyd...
I don't think Pacquiao beats any of those guys and I also don't think he could beat Aaron Pryor.
But considering all the weight classes he moved up through, I would rate him in the top 15 but not in the top 10

I voted below TOP 20.
I think it is a matter of looking at a record he broke (winning in 8 divisions) as the reason he is rated so high. My 1st question would be; how did that become the standard record for achieving ATG status? Records are broken in every major sport, but that isn't the (or at least my) criteria for greatness.
It is a disservice for me to rank him above fighters who never saw more than 8 weight classes. Previous to the 1970s, none had that option. None.
How am I to rank any fighter who won (1) title in 8 weight classes -say over one who only won in (4) weight classes but unified in all (4) weight classes?:confused: Before Pac's era those guys not only had to fight against corrupt sanctioning, & the mob, but with less than what?:-\ 3 Boxing organizations or less.
But Pac got to fight in an era of the WBC, WBA, IBF...& his era made WBO a worthy title, let alone to add on IBO, Ring, Linear, to the generic USBA, NABF. DIAMOND Belts.
And of all those available titles he fought for multiple belts in 2001, 2004, 2005, 2009 & 2015 (3) titles.
The only time he came close to cleaning out a division was his win over Cotto in 2009, where one of those titles was a Diamond belt. I still can't get over how he moved up to LW, took on David Diaz and not Juan Diaz the other champ. Or Casamayor who was the Lineal champ. ALL TIME GREATS don't leave stones unturned, belts unclaimed, reputations unchecked, myths unexposed.
Boxing fans I loved watching Pac. I bought his PPV's more than Mayweather's, but aint no way I can rate ANY boxer as an all time great that didn't unify -at least the one division they fought in either their youth or prime.
If I compile a Top 20 ATG's- their positions may change from time to time, but what is a constant is they all unified the belts in their best weight class, not set records.

IMO, Floyd is better (More skilled), while Pacquiao is greater (Better resume and accomplishments).

I have to say I was very surprised that Jake LaMotta was able to land almost 150 jobs pretty solid on sugar Ray Robinson's face. I was starting to think that Robinson may have been easy to hit. Maybe lamatta just had that style that he could land the jab at will

"I fought Sugar Ray so often I almost got diabetes," Jake LaMotta has often joked and the most painful of those six fights was at Chicago Stadium on St. Valentine's Day in 1951. It is one of the most famous fights in boxing history.
The number of jabs that Jake landed on sugar Ray is amazing. Even though he was totally outclassed and totally outgunned, he didn't give up and he was never knocked down.
He was landing double jabs real sharp and solid straight into sugar Ray's face the whole night. I don't think any of those punches ever bothered sugar Ray but they were pretty stiff jabs. it didn't look like Ray wanted to block any of the jobs I guess he was more worried about a power Punch coming behind it
