Its an image file rather than a video file, called a 'GIF' some of them are animated and you can put them in your sig.
To do it you link to the video by going to propertys by right clicking on it. then it will tell you where it is from.
if you go to propertys on my image the address will be: http://img150.imageshack.us/img150/4681/winky213tp7.gif
you then need to use image tags in the text box for your sig.
