I'm pretty sure this has already been covered in the drug test fail thread...or maybe it was in one of the outrage at the draw threads

Each state has its own rules regarding handwraps and the whole procedure is witnessed by a representative of the state commission and he then signs off on each wrap.
They fought in Nevada so what is illegal in California is irrelevant and Sanchez knows that; he is just complaining to hear the sound of his own voice. You can rest assured that he knows the insurance and outs of the rules and pushes it as far as he can himself.

I can't stand Clenbelo for reasons far too many to number, but this one in particular is probably a non-issue.

They call it stacking... Kind of similar to the Tito wraps incident with Bernard Hopkins. @greynotsoold is dead on. It's illegal in Cali and in NY too among other places, which is why they had Tito rewrap.
Most wraps used to consist of stacked gauze just over the knuckles as padding to protect the hand (I think some use a gel pad now--I personally hate them). The gauze is then wrapped around the hand like hand and and wrist for coverage to to absorb the sweat and prevent the tape from sticking to the skin (gauze more durable than a foam underwrap that you might use when taping a knee or ankle). The tape is applied to keep the gauze in place and provide support to the joints to prevent injury.
The concept of Stacking uses multiple layers of gauze and tape in different configurations (different guys wrap different ways) The idea that they are creating multiple layers that in combination, stiffen in a tight shell over the hand. For Tito, it was more tape issue and they accused him of layering tape to bind Titos knuckles together, increasing their density upon impact. (Loosely wrapped gauze is supposed to protect the hand and at the moment of impact the knuckles absorption of some of the force, causes them to separate slightly displacing some of that force (think crumple zones of modern cars in the event of an accident)....Most trainers will go around and over the knuckles at least once so its not abnormal). However, tightly bound knuckles don't have any "give", leaving the opponent to take the brunt of the force. Both methods are legal in NV for as far back as I remember. Abel knows that. Never hurts to to get into an opponents head and take him out of his comfort zone.
