Like anybody that would extort and steal, they are criminals. Years ago- 15 to 20, I think- the El Monte (Calif) PD conducted a series of 'asset-forfeiture' raids up and down California that amounted to a reign of terror and violent assaults by armed gang members. Wearing badges. They killed several people to take their money, including a 60 year old man. They raided his house and murdered him because, nearly a decade before, a suspect in a then-current drug case had rented a room from him.
