you have to have muscle first before you cut.
being cut is basically more muscle than fat at your weight.... soo lotsa muscle and low body fat %... working out and a good diet and throw in some cardio and ur well on ur way
if your skinny, you might want to bulk up first.
Eat alot of healthy food (carbs, protein etc.) and weightlift heavy...once you got the muscle you can cut. However, you'd probably gained some fat afterwards. My bulk lasted 5-6 months.
To cut, add cardio to your programme and eat less food....just lose the bodyfat.
