Only seen one fight of Charles Burley but he looked the goods, i heard his two losses too Ezzard Charles were very close. And did you see the guys Charles Burley had to fight ? the size difference was ridiculous. And i remember Archie Moore saying famous quote about Charles Burley.

"People ask me who was the best fighter i've fought, i say Rocky Marciano because thats what people want to hear. But i was past my prime then, the best fighter i actually fought was Charles Burley, because he whooped my ass when i was in my prime."

I like your list ICB, Jones, Mayweather, Pernell and Hagler are all guys that popped into my head.

However I'm of the opinion that for every great fighter there was always at least one guy who had his number, even on his best night.

I don't think there are any. Given the long history of the sport I have a hard time imagining even fighters that retired undefeated, not having met someone in the last hundred years or so that had a style that could foil them.

I think Lennox Lewis is one of the few fighters in history that could have given a prime Muhammad Ali a few problems and maybe even beat him.
